International Packaging Renovation Association: IBC Barrel Recycling Rules
Transportation of IBC drums containing residues. For IBC drums that are not cleaned and contain residues, all seals and accessories of the original structure shall be installed in place during transportation to avoid spilling residues and danger and ensure that all original danger marks and labels can be seen clearly.
Acceptance of IBC barrels containing residues: non empty barrels shall not be accepted. Non empty "IBC" barrels containing dangerous goods shall not be accepted unless they hold the license for receiving and treating hazardous waste issued by the relevant environmental competent department. "Empty" refers to all processes in which residues in the barrel can be removed by physical or chemical methods, such as suction, shaking, scraping and any combination of these methods. For residues belonging to highly toxic chemicals, it is recommended to carry out highly toxic neutralization chemical removal methods within the fixed planning scope, but - it is necessary to avoid personal poisoning or other hazardous chemical reactions, Causing casualties and property losses.
Certification of empty IBC drums. When providing steel drums to re-manufacturing companies, regardless of their previous use, they shall sign an "empty drum certificate" at each supply to verify the drum and confirm that it is empty according to the interpretation of the term in Clause 6.2 above. Recycling enterprises running special non hazardous empty container management procedures should fully note such situations.
Rejection of non "empty" IBC barrels. If the employees of the recycling barrel enterprise load the IBC containing residues on the transport vehicle, if the excess residue leads to excessive weight, it may be rejected; If it is found that the IBC barrel does not meet the definition of "empty" during internal inspection, it shall also be rejected. The rejected IBC barrel shall be returned to the user as nonconforming products, and the reason for rejection shall be informed or indicated.
Incoming inspection of IBC barrels. When unloading IBC barrels from transport vehicles, the employees of the recycling treatment enterprise must check each IBC to ensure that it is "empty". At the same time, they should also check and determine the original specification of IBC barrels. During the inspection, they should also pay attention to whether the IBC barrels are damaged or can be "recycled".
IBC barrel rejection and scrap preparation. If the rejected IBC barrels cannot be used for dangerous goods packaging services through repair or repair processes, they shall be cleaned and directly used for non dangerous goods services or ready to be scrapped. When the IBC barrel is ready to be scrapped, the interior and exterior of the IBC barrel must be cleaned with effective detergent or physical means, including residues, labels and decorative coatings. Finally, the IBC barrel can be scrapped mechanically.
Granulation of IBC barrel plastic. Granulated IBC plastics may need to be separated according to the manufacturer and color, taking into account the previous composition, Contaminated materials (e.g. paint, smell) shall be packaged separately. Materials used for recycling shall be treated in accordance with a written quality assurance plan. Each batch of products shall be verified to ensure that they have appropriate melt flow rate, density and other factors required for their intended use. Materials that fail any test shall be rejected.
Treatment of nonconforming materials. For the products of nonconforming materials that cannot be sold to customers for any reason, the use standards of all materials shall be handled in accordance with applicable laws and regulations.
Short comments: There are more specific requirements for cleaning and processing, regeneration and repair and daily maintenance of barrels, which makes the use of closures more important.
